Public procurement in India is estimated to be between 20-22% of the annual gross domestic product (GDP) of the country. With the size of the Indian economy at USD 2.5 trillion, this amounts to public procurement of value over USD 6.5 billion annually.
A large portion of this expenditure is utilized for Procurement & Contracts in Infrastructure sector. According to CRISIL’s Infrastructure yearbook 2023, India will spend nearly Rs. 143 lakh crore (USD 1,727.05 billion) on infrastructure in seven fiscals through 2030, more than twice the near Rs. 67 lakh crore (USD 912.81 billion) spent in the previous seven years. India’s gross domestic product is projected to grow at an average 6.7% through fiscal 2031 to be the fastest-expanding large economy. Per capita income is seen rising from ~USD 2,500 now to ~USD 4,500 by fiscal 2031, creating a middle-income country. This growth will be underpinned by massive all-round infrastructure development, with a sharp increase in procurement activities.
Globally, the practice of managing procurement (acquiring goods and services) and contracts is seen as a key strategy for governments to achieve broader goals like economic development, social welfare, and environmental sustainability. In India specifically, not only does procurement and contract management ensure smooth operations within government departments, but it is also actively used as a lever to stimulate and maintain economic growth within the country.
Procurement and Contract management is not just about buying things efficiently, but can be used strategically to achieve broader policy objectives like supporting local businesses, promoting green technologies, or creating jobs. In India, the government leverages procurement to not only run its day-to-day operations but also to actively contribute to economic growth by strategically allocating contracts to sectors with high potential for job creation and development. In procurement, contracts are crucial because they serve as the foundational framework for the entire procurement process, clearly defining the rights and responsibilities of each involved party, the scope of work required, and other key details. This ensures transparency, fairness, and efficiency throughout the procurement process while mitigating potential risks and providing a structured mechanism for resolving any disputes that may arise.
